project to fruition, with a keen eye toward ensuring their own
political futures and continuing cycle of self-enrichment. A successful
airport can be a huge generator of economic development, bringing its
sponsor untold benefits in the way of controlling jobs, concessions,
and other revenue.

Well said. So this is why nearly everyone, from Mayor Daley, Sr. to Gov. Ogilvie's IDOT Sect'y, Bill Cellini, to local Will Co. pols have been discussing a "third" [now 6th] area airport. I thought it was to provide an "economic engine" for Will Co [see Southtown-Star, Kankakee Daily Journal].
