      This project should have died in 1992 when a committee of decision-makers from Illinois, Indiana, and Chicago rejected it. But, thanks to Governor Jim Edgar, who revived it, it didn't end. 

      Pay-to-play in Illinois yields way too many rewards for the few to worry about a few one-horse towns. A court challenge is needed, but who affected can afford to bring charges against these would-be thieves, knowing they would likely lose in a politically-driven circuit court? It would take more money to appeal to a higher court. 

      Two eminent domain cases are already in the courts. Yes, the state's actions are depressing land value. They have been methodically depressing the value of the land they want to buy since 2001. Thanks Gov. George Ryan! They have coerced innocent people by scaring them into believing they had no other choice but to sell to the state.

      I do not know of any other source that provides a more comprehensive study of the FACTS behind this proposal. There is however, plenty of government propaganda to sing the praises of this project. My suggestion is simply, google it. With all the years this has been in the planning stages, there is plenty of information available.
