Time to ask more questions about Peotone before it's too late!

In the past, CHBlog has been a source of information about the proposed Peotone Airport, a project that has been talked about for nearly a half century.

In recent times though, I've been avoiding the topic. I no longer live in Illinois, and have had little to do with the proposed airport for the past several years. However, I still maintain friendships with people there who remain deeply affected.

I admit that it surprises me that hearing about a resurgence in activity about the proposed Peotone Airport is still jarring. When I lived in Illinois, I was an active participant in the study process. My position--that an airport wasn't needed 40 miles south of the City of Chicago, didn't fit among the farm fields of eastern Will County, and is a project that has never stood on its own merit--has been well known and widely documented.

While there have been developments, they are virtually meaningless rhetoric from  a governor facing a tough re-election, if and until the Federal Aviation Administration (FAA) actually approves the project for construction. That hasn't happened yet!

One of the first of many resurrections of this project took place in 1985. I didn't personally become involved until 1987. It took that long for the private talk among legislative leaders to eke out into the public arena. I suspect Illinois leaders would have liked to keep things quiet a little longer, just so they continue getting all their ducks in a row. They like nothing better than control over the message that ultimately makes it to the public. So sorry that we learned before you were ready.

Controlling the message! That is how Illinois leaders in Springfield do things. In their zeal to control what the public perceives, elected officials rarely pay attention to public input. In the case of the Peotone Airport, they have long stifled public input whenever possible.

I am reminded of this practice by recent activity in the Chicago Tribune. An editorial was written to send the message that the next governor of Illinois is on notice. Forty-seven years is long enough to keep a project on the back burner. Whether the next governor is Pat Quinn or Bruce Rauner, it is time to put up or shut up. Either get on with building it or kill it once and for all. This message too is a repeated incantation spoken throughout the years. It is difficult though for anything to be new about this project since it has been around so long.

In response to the Chicago Tribune, my long-time friend Bob Heuer, reiterates the paper's call for a decision by the next Illinois governor. He also drives home my point about local input when he says, "The Springfield bureaucracy's heavy-handed tactics combines deep pockets, fuzzy math and an arrogant disregard for on-the-ground reality." He goes on to point out that a resolution passed by local governments and organizations to study reasonable alternatives to the airport has gone virtually unnoticed.

I concur with Heuer's call to the next Governor of Illinois to stop simply taking IDOT's word for it that thousands of jobs and economic potential lies just around the corner. IDOT should be scrutinized just like a con artist waiting for his next victim.

Making an informed decision about an airport at Peotone

In “Knock-knock. It’s Peotone again,” (Aug. 26) the Tribune editorial board encourages the winner of November’s gubernatorial election to either go full throttle” on building a new airport in the eastern Will County countryside “or ground the issue once and for all.”

Our next governor can be sure of one thing: He won’t be able to make an informed decision based on analysis from the Illinois Department of Transportation. In recent decades, IDOT has spent tens of millions of dollars to engineer a consensus for the so-called “third” commercial airport in a tri-state region that isn’t fully utilizing the five we already have.

The Springfield bureaucracy’s heavy-handed tactics combines deep pockets, fuzzy math and an arrogant disregard for on-the-ground reality.

One example is a 2005 resolution adopted by a half dozen units of local government, the Will County Farm Bureau, and community group Shut This Airport Nightmare Down. Nine years ago, IDOT ignored the Peotone community's reasonable demand for an “independent study” of all viable alternatives.

IDOT never wavers from its agenda, which includes pummeling anybody obstructing Springfield's goal of seizing all of the land in the so-called airport “footprint.” Next month, IDOT will choreograph a Peotone forum which the Tribune recognizes as Gov. Quinn's attempt to “create a pre-election sense of inevitability for the airport development, as he has tried to do for the Illiana” toll road.

Our next governor owes the people of Illinois what the people of eastern Will County asked for in 2005. Is it too much to expect our governor to demand a legitimate analysis of “airport-related costs and benefits based on various scenarios, including an assumption that a Peotone airport would attract no daily commercial passenger service for many years, if ever?”

Illinois government rejoices over its 'duh' moment

News reports now indicate that a major hurdle has been cleared to make way for the Peotone Airport. The House and Senate have approved legislation, as part of a whole package of pork, to pave the way for a public/private partnership to build the once-named third airport at Peotone. IDOT (Illinois Dept. of Transportation) will be the governing body. IDOT will hire a developer to build the new airport some 40 miles south of Chicago. All that is needed is the signature from Gov. Pat Quinn. That is pretty much a given since he seems positively elated about it all. This is so much for fun for Quinn than paying the state's bills and honoring promises made to state workers. 

This is just another chess move by the state that can't even capture the queen, let alone checkmate the king. It really isn't much of a revelation. In fact it is little more than a "duh" moment. IDOT has been pushing, sometimes all by itself, the Peotone Airport idea since the latest round of talks first began, twenty-eight years ago. The notion of a third Chicago-area airport has been on the table far longer, since the late 1960's. IDOT has tried to get the airport to become a reality through every means possible, but always to no avail. The thing is, it is not a very smart idea, and does not have widespread support. Even the airlines are against it. 

So now, we are to believe giving IDOT control is clearing a major hurdle?

While it is true, this is the first time legislation has actually been approved to build the project, it hasn't even been cleared for takeoff by the FAA, (Federal Aviation Administration). That approval is up to two years away, if it comes at all. 

IDOT has used all of its dirty tricks, including taking private property through eminent domain. A Will County Court claims there is nothing wrong with taking some of the best farmland in the state, decimating a once thriving farming community, and making big plans for an airport that has never been deemed doable or desirable. It would have been interesting to see an unbiased verdict in a courtroom not in Will County where deals have been made for years on behalf of this project and the political figures involved. 

This new round of legislation awaiting Quinn's ready hand, is making the taking even more of a nightmare for property and farm advocates. The legislation authorizes quick take--the state's buy now, pay later plan. 

There is no revelation here. Giving IDOT authority over airport governance is akin to hitting someone in the head with a two-by-four. They can only fight for so long. Do it long enough and they will eventually crumple into a pile of dead flesh and simply taken away.

C'mon media--do your job! Ask questions!

Chicago media is all abuzz over the fact that the State of Illinois has issued yet another airport layout plan to the Federal Aviation Administration. How is this a news story?

What is wrong with the media? Instead of asking real questions, newspapers have merely stated the obvious--printed the press release. After covering this project for 25 years, doesn't the public deserve better than merely printing what some government PR guy throws out there? Isn't it time to ask some real questions?

IDOT submits airport layout plans to the federal government as frequently as some people change their socks. 

In its zeal to put this news out there, the media failed to note that IDOT's new plan is merely a resolution for its own blunder in 2007 when IDOT submitted dueling airport layout plans to the federal agency. 

One was IDOT's own plan, created out of a 1994 decision by Gov. Jim Edgar for state sponsorship of a new airport at the Peotone site, two years after it was rejected by regional consensus. The map submitted was the result of numerous revisions of the reduced, readjusted, and overall massaged airport layout plan that had been rejected two years prior because there was no regional consensus on the project.

Perhaps that is the question the media should be asking--how does the state plan to achieve a regional consensus for the Peotone Airport?

The other configuration the state submitted in 2007 was for the layout plan conceived by the Abraham Lincoln National Airport Commission (ALNAC), the self-appointed airport authority spearheaded by U.S. Rep. Jesse Jackson, Jr. with a little help from the state’s consultant EarthTech, formerly TAMS.

At that time, the FAA rejected both plans and told IDOT to come back with just one. So, apparently it took five years for the agency to whittle down the differences in the two nearly identical plans,  in order to submit one of them. 

Perhaps the real news is: why does it take so long for the State of Illinois to draw a map when they have had their crayons for decades. But the media didn't bother to ask that question either.

Some news outlets wrongly make the claim that the submission of another airport layout plan is somehow a sign that Gov. Pat Quinn is moving the airport forward. Like most of what has fueled the Peotone  Airport since its inception, this is a mighty big assumption. The fact is that the project has been on the drawing board since 1985. Every governor since Big Jim Thompson, Jim Edgar, George Ryan, Rod Blagojevich, and now Quinn has given it lip service, so how is this newsworthy? Yet, the reality is that the Peotone Airport is nothing more than a stack of yellowing papers on a shelf.

One component of the state's layout plan is the general aviation component of the Peotone Airport. How does the state plans to reconcile the existence of Bult Field, a privately-owned FAA-sanctioned general aviation airport, into which lies inside the Peotone Airport fence?

Back in 2008, IDOT reportedly assumed that Bult Field would be acquired and incorporated into the proposed airport. It is expected that existing facilities at Bult Field would serve the General Aviation (GA) needs at SSA (South Suburban Airport). Major improvements have been made to Bult Field since it was developed in October 2004. The cost to acquire that airport would drastically increase the cost of developing the proposed airport. How does the state plan to acquire and pay for a private airport for its own purposes? Is Bult Field even for sale?

Maybe reporters should ask IDOT what it plans to do with an airfield that airlines are opposed to and say they will not use. How does the governor plan to entice the airlines to get on board with his newly-reported support for a Peotone Airport? 

Instead of addressing the myriad questions surrounding the state's arguably longest-running boondoggle, the media has opted to report, practically word-for-word, the state's press release. It was only later in the story that throwing $70 million toward land purchases was mentioned. 

Isn't that more important? Isn't it actual news that the governor of the cash-starved State of Illinois that has been bullying landowners near Peotone for decades wants to continue the process. To me, that is much more newsworthy than merely jumping through a procession of legal hoops to prepare a Master Plan for an airport that may never be built anyway.

Peotone Airport rated G

The proposed Peotone Airport is like a game of cat and mouse—no, more like that of the fox and chicken house—as Will County officials and South Suburban Congressman Jesse Jackson, Jr. try to position themselves for the kill.

Picture a barnyard—the farm country in eastern Will County, Illinois.

Representing the free-range chickens whose freedom is in jeopardy, are the people of eastern Will County. The hens, roosters, and baby chicks are threatened, not only to be caged, but kicked out of the only yard they ever knew. The chicks own the yard. They are the law-abiding citizens who pay their taxes on time, don't believe in making trouble, and simply want to be left alone.

Most have spent their whole lives on the same ground. Some hatched from eggs in that very yard. They have grown up, laid eggs and raised broods of their own. Some of the chicks who live in the barnyard have come from other farms in faraway lands, but they love their yard and made it their own. They are all family now and don't want to be separated from the other chicks.

For a few years, the hens and roosters have noticed paw prints from the dreaded fox just outside the gate. Only recently did the fox dig beneath the fence to gain access to the yard, keeping the chicks scurrying to save their yard. And fox aren't the only predators after the chicks and their home. There are wolves and bear too.

The skulk of fox is led by two bipartisan leaders that usually tussle over territory. But in this case, they are both working together to gain control of the barnyard and all the chicks. The fox are public officials from Will County. One of the leaders is Jim Moustis, Republican County Board Chairman. The other is Larry Walsh, Democratic Executive Committee Chairman.

There are other predators beside fox. Its natural enemy, the wolf is also baying at the gate of the fence that encircles the hen house.

Jesse Jackson, Jr. is the lone wolf who wants to rule the barnyard. He wants to claim it for himself.

Both the fox and wolf are trying to control enough chicks so they can deliver for the big guy Illinois Gov. Pat Quinn. He is the bear. He wants to reign supreme, but every four years, he is in jeopardy. If he doesn't get enough chicks, he could lose to the lion, the king of the jungle.

The bear has to keep a close eye on the fox and the wolves that in turn lord it over those pesky chickens. If he doesn't keep a tight reign on things, the fowl will try to take over the barnyard themselves. If that happened, new foxes and wolves that are beholden to the lion would reign.

The bear has to try to keep it all working to his advantage in order to rule the barnyard.

The big cats are already licking their chops because every four years, they too try to regain control of the barnyard. After all, it was guaranteed to them by the Constitution. The lion is the king of the jungle and would like nothing more than to take over this and all other barnyards in the state. The cats in the pride have funny names. One is called truth; another is justice. Another is called common sense.

For a time, the lion had control. One of the former bears, a guy named George Ryan, was a little too aggressive with the chicks. He lost his power over the barnyard and was eaten by the lions.

The lions work alone. They don't contract with fox and wolves like the bear does.

The moral of the story, don't let the foxes and wolves watch the chicken house.

South Suburban Airport fits pay-to-play system

Since the late 1980’s, Illinois officials and their agents have tried every available means to push a huge public works project to fruition, with a keen eye toward ensuring their own political futures and continuing cycle of self-enrichment.

The project is a 23,000-acre airport three times the size of Chicago’s O’Hare International Airport, one of the busiest airports in the world. The state’s desired location is a small farming community north of the Village of Peotone, in eastern Will County, about 40 miles south of downtown Chicago. The project is often called the Peotone Airport.

Airport boosters have dismissed the long-standing practice of producing crops in eastern Will County. Instead, they view the prime farmland as vacant and prime for development. The people most affected, including the local governments of three of the surrounding communities and several adjacent townships, have resisted the development for more than two decades. But, the efforts of this sparsely-populated, politically-innocent region has fallen prey to Illinois’ well-funded, long-entrenched political "pay-to-play" scheme, one that rewards supporters and contributors with lucrative jobs and contracts.

Tax dollars have funded a multitude of government lobbyists who make regular trips to Washington, D.C. and Illinois’ capital of Springfield to guarantee that despite its inability to gain traction on its own; this is the project that will not die. Airport supporters have left tracks on campaign contribution lists and at political fundraisers for years.

Instead of following through on his promise to clean up government, Gov. Patrick Quinn is following in the footsteps of his predecessors on the Peotone project. Ex-Illinois Governor George Ryan now resides in a federal penitentiary, convicted on numerous charges of corruption.

Ex-Governor Rod Blagojevich was roused from his bed in the early morning hours last winter by FBI agents who took him into custody. He was later impeached by the Illinois legislature. Among other things, he was accused of trying to sell a seat in the U.S. Senate, formerly held by President Barack Obama, to the highest bidder.

One of those bidders was identified as Congressman Jesse Jackson, Jr., D-Chicago, one of the airport's biggest proponents. He too is being investigated.

Despite numerous factors that threaten to shelf the decades-old project, the former Lt. Governor under Blagojevich, Quinn pushed for another $100 million to buy land for the airport. Land acquisition, started in 2001 when Ex-Gov. Ryan paved the way. The state bought numerous unsold lots in an upscale subdivision belonging to one of his campaign contributors. The housing development was located just outside the airport boundaries, but was close enough to initiate a selling frenzy.

Together with threats of eminent domain, an inability to sell property in the doomed real estate market long-manipulated by the threat of an airport nearby, and the fear of the future; some landowners sold to the state. They simply gave up and moved on with their lives. The first talk of an airport in the Peotone area was a headline in the local newspaper forty years ago, in 1968.

Many of the remaining families who live in the airport footprint are what the state calls, "unwilling sellers." They have dug in their heels, refusing to be intimidated. Undaunted, the state continues its efforts to coerce real estate sales. Some landowners have farmed there for generations.

Several farms have been in the same family for more than 100 years, honored as centennial farms; by the same state that now wants to take it from them. In some cases huge signs marking “Illinois Centennial Farm” is down the road from signs that read, “State Property No Trespassing.” Many believe the only reason the state hasn’t used eminent domain is because they would have a tough time proving there is a project in a court of law. No need has ever been proven for the project nor has it been authorized by the Federal Aviation Administration.

The state owns about one-third of the land needed to build a scaled-down “starter airport,” with only one runway and a terminal building. Ryan decided that the only way to gain approval for the mega airport was to start small. He decided to propose building the "inaugural airport," reducing the size from 23,000 acres to 4,000.

With unending funds, tied directly to the pockets of Illinois taxpayers, the public relations work continues. Upwards of $100 million has been spent on what the state has called ‘studies.’ In actuality, the ‘studies’ are a set of organized reports, containing cherry-picked pieces of data tied together to induce a favored outcome. Since the beginning, and to this day, consultants, lobbyists, and other campaign contributors form a closed circle of airport backers.

Will County government, which would have jurisdiction over the airport if it was ever built, has long been on the state’s bandwagon, despite a majority of residents opposed to the project. County officials recently hired a consultant. They also employ a lobbyist.

Will County supports an effort to write a new law to establish an airport authority which would take effect even before an airport is built. Their aim is to thwart the efforts of Congressman Jesse Jackson, Jr., D-Chicago who started an airport authority of his own.

For more than twenty years, an organized group opposed to the airport, has found it difficult to gain traction against the systemic political machine in Illinois with its 'pay-to-play' structure heavy with lobbyists and campaign contributors. It is a never-ending cycle that must be broken.

Community leaders invite Gov. Pat Quinn to Eastern Will County

Current headlines scream "economic decline." The airline industry reports projected losses at $4.7 billion this year. They face losses greater than those experienced after Sept. 11, 2001. Fewer people and less cargo are filling Chicago airport terminals.

So why then would Gov. Patrick Quinn choose to pour another $100 million into buying land for a new airport in eastern Will County, near Peotone? The state has already spent millions of Illinois tax dollars on public relations work, coercing local governments into diluting their opposition and spreading misinformation, all in the name of a planning process to solve a problem that doesn’t exist.

Local governments in eastern Will County have signed a resolution calling for the state to cease all land acquisition and threats of eminent domain until the Federal Aviation Administration (FAA) issues a final record of decision on the necessity and viability of the proposed Peotone airport. There is a regional consensus that land should not be purchased for a project that has not received federal approval, as was done with O'Hare expansion.

 "We demand no less than what was afforded O'Hare neighbors by the City of Chicago," said Brian Cann Supervisor of Will Township. "Those of us who live in eastern Will County demand to know why the state persists in this folly," Cann said. "For decades, our lives have been disrupted. We have undergone harassment and intimidation by the state and its agents. Nearly every governor since Richard Ogilvie in 1968 has chattered about building a new airport south of Chicago. But it hasn't happened because it just isn't a good idea."

"Enough is enough. It is time for Gov. Pat Quinn to finally Shut This Airport Nightmare Down," says George Ochsenfeld, president of STAND, a citizen’s group of over 5000 members. Ochsenfeld and Cann want Quinn to visit eastern Will County — to see why building another airport is a bad idea. They would like to show Quinn that an airport just doesn't fit into eastern Will County's rural landscape.

The truth is there are far better alternatives and less costly solutions. Use what already exists before building what would amount to a sixth (not third) Chicago area airport. Studies have never examined the efficiency of using a combination of O'Hare and Midway, with the region's three under-used supplemental airports that already exist — Gary/Chicago, Chicago/Rockford, and Mitchell in Milwaukee. Another alternative to a new airport that hasn't been studied was recently articulated by President Barack Obama — high speed rail — which would offer a competitive alternative to flying.
