Time to ask more questions about Peotone before it's too late!

In the past, CHBlog has been a source of information about the proposed Peotone Airport, a project that has been talked about for nearly a half century.

In recent times though, I've been avoiding the topic. I no longer live in Illinois, and have had little to do with the proposed airport for the past several years. However, I still maintain friendships with people there who remain deeply affected.

I admit that it surprises me that hearing about a resurgence in activity about the proposed Peotone Airport is still jarring. When I lived in Illinois, I was an active participant in the study process. My position--that an airport wasn't needed 40 miles south of the City of Chicago, didn't fit among the farm fields of eastern Will County, and is a project that has never stood on its own merit--has been well known and widely documented.

While there have been developments, they are virtually meaningless rhetoric from  a governor facing a tough re-election, if and until the Federal Aviation Administration (FAA) actually approves the project for construction. That hasn't happened yet!

One of the first of many resurrections of this project took place in 1985. I didn't personally become involved until 1987. It took that long for the private talk among legislative leaders to eke out into the public arena. I suspect Illinois leaders would have liked to keep things quiet a little longer, just so they continue getting all their ducks in a row. They like nothing better than control over the message that ultimately makes it to the public. So sorry that we learned before you were ready.

Controlling the message! That is how Illinois leaders in Springfield do things. In their zeal to control what the public perceives, elected officials rarely pay attention to public input. In the case of the Peotone Airport, they have long stifled public input whenever possible.

I am reminded of this practice by recent activity in the Chicago Tribune. An editorial was written to send the message that the next governor of Illinois is on notice. Forty-seven years is long enough to keep a project on the back burner. Whether the next governor is Pat Quinn or Bruce Rauner, it is time to put up or shut up. Either get on with building it or kill it once and for all. This message too is a repeated incantation spoken throughout the years. It is difficult though for anything to be new about this project since it has been around so long.

In response to the Chicago Tribune, my long-time friend Bob Heuer, reiterates the paper's call for a decision by the next Illinois governor. He also drives home my point about local input when he says, "The Springfield bureaucracy's heavy-handed tactics combines deep pockets, fuzzy math and an arrogant disregard for on-the-ground reality." He goes on to point out that a resolution passed by local governments and organizations to study reasonable alternatives to the airport has gone virtually unnoticed.

I concur with Heuer's call to the next Governor of Illinois to stop simply taking IDOT's word for it that thousands of jobs and economic potential lies just around the corner. IDOT should be scrutinized just like a con artist waiting for his next victim.

Making an informed decision about an airport at Peotone

In “Knock-knock. It’s Peotone again,” (Aug. 26) the Tribune editorial board encourages the winner of November’s gubernatorial election to either go full throttle” on building a new airport in the eastern Will County countryside “or ground the issue once and for all.”

Our next governor can be sure of one thing: He won’t be able to make an informed decision based on analysis from the Illinois Department of Transportation. In recent decades, IDOT has spent tens of millions of dollars to engineer a consensus for the so-called “third” commercial airport in a tri-state region that isn’t fully utilizing the five we already have.

The Springfield bureaucracy’s heavy-handed tactics combines deep pockets, fuzzy math and an arrogant disregard for on-the-ground reality.

One example is a 2005 resolution adopted by a half dozen units of local government, the Will County Farm Bureau, and community group Shut This Airport Nightmare Down. Nine years ago, IDOT ignored the Peotone community's reasonable demand for an “independent study” of all viable alternatives.

IDOT never wavers from its agenda, which includes pummeling anybody obstructing Springfield's goal of seizing all of the land in the so-called airport “footprint.” Next month, IDOT will choreograph a Peotone forum which the Tribune recognizes as Gov. Quinn's attempt to “create a pre-election sense of inevitability for the airport development, as he has tried to do for the Illiana” toll road.

Our next governor owes the people of Illinois what the people of eastern Will County asked for in 2005. Is it too much to expect our governor to demand a legitimate analysis of “airport-related costs and benefits based on various scenarios, including an assumption that a Peotone airport would attract no daily commercial passenger service for many years, if ever?”

Convicted Jesse Jackson, Jr. finally going to jail

Today, a judge sentenced ex-Illinois Congressman Jesse Jackson, Jr. to 30 months in prison for his misuse of campaign funds. His wife, a former Chicago alderman was also sentenced to 12 months, also for misuse of funds. The couple has been convicted of squandering $750,000.

While many saw Jackson as a rising political star, others of us have seen him doing far more than ripping off campaign funds. Yet, his other deeds have not even been broached in a courtroom, nor will they likely ever be.

Jackson's behavior is systemic. His biggest failing is that he would stop at nothing to make himself look good. It is a shame too, because he is bright, well-read, articulate, and could have become an influential congressman. He chose otherwise.

I once had respect for the Jackson family until I learned how they would use anyone or anything to advance themselves. I believe Jackson's father began his Civil Rights work for the right reason, but quickly learned to scam the system. Apparently, so did his children.

The deed that is particularly close to me began when Jesse Jackson, Jr. teamed up with an unlikely partner, the late Congressman Henry Hyde, (R-Wood Dale) to reignite the state's dead effort to build a new airport south of Chicago in the cornfields of eastern Will County. The South Suburban Airport (Peotone Airport) had been advanced by the State of Illinois for 45 years in its latest quest. In actuality a new airport was first proposed in the 1960's. It is amazing that the wrong-headed effort continues today, perpetuated by Illinois Gov. Pat Quinn.

Prior to Jackson's involvement, the airport was dead; it was killed in the early 1990's after Illinois Republicans' vigorous last-ditch effort failed to garner enough political support. In 1992 a bi-state panel voted against building an airport in a rural area. In particular, they opposed building a new airport near Peotone. The effort was revived by former Illinois Gov. Jim Edgar, (R-IL) two years later, despite a growing lack of interest.

Then along came Jackson, a new up-and-coming black leader who was enthusiastic, well-spoken, and charismatic. His well-known last name didn't hurt at all. Jackson's enthusiasm brought new vitality to the effort. He didn't flinch as he used his own constituents' reputation as some of the poorest communities in Illinois, as he offered them false hope for economic vitality and the jobs they so desperately needed, even after the project was downsized from three times the size of O'Hare International to a mere one runway facility.

When Illinois elected former Secretary of State George Ryan as governor, now a convicted felon recently released from prison, Ryan urged IDOT to buy land in the vicinity of the airport, though not in the airport footprint. It began a groundswell of fear resulting in long time farmers and landowners selling their land to the state. They feared they had no other choice. The state bought up as much as it could.

Jackson was able to light a spark that finally caught fire when the unlikely team began to have an effect. He and Hyde drew upon their mutual dislike and distrust for Chicago's aviation prowess. Soon the effort to push an unnecessary airport was revived by Jackson and his unlikely friends.

Using some of the same histrionics that caused Jackson to spend campaign cash and become a convicted felon, Jackson convinced some of those poor communities to contribute to what had become his obsession--the Peotone Airport. Those poor communities ponied up dollars for billboards, marketing efforts, and whatever else that might convince Ryan's successor, then Gov. Rod Blagojevich, another Illinois governor whose above-the-law behavior landed him behind bars, to support the project. Much to Blagojevich's credit however, he didn't give in to Jackson who continued to promise jobs and economic development to the beleaguered communities in Chicago's southern suburbs.

Once Ryan was in jail, the Peotone Airport became a Democrat-led undertaking, with Jackson taking the lead. Even after Hyde died in 2007, Jackson persisted, by working with Hyde cronies in the western suburbs. They were united in their disdain for Chicago and its hold on O'Hare. The many efforts by O'Hare-area mayors over the years to wrest control of O'Hare failed. Chicago's opposition to another new airport 40 miles south of downtown was the Peotone Airport's biggest roadblock. Thus it was likely the biggest incentive for Jackson to make it happen.

Then, Jackson let his ego and lust for power guide his actions. There was nothing he couldn't accomplish, so he thought. Apparently that included his personal life. He set up his wife Sandi, the ex-Chicago alderman who was also sentenced today, in a well-funded campaign office. He continued fundraising.

Jackson apparently thought he could do better as a U.S. Senator. So when Illinois Sen. Barack Obama was elected President, Jackson tried to get Blagojevich to appoint him to Obama's vacant senate seat. Jackson allegedly tried to buy the position by offering Blagojevich favors and campaign cash. Apparently it was Jackson that went to the feds about Blagojevich's activities. But his own dealings, particularly in buying Obama's senate seat became fodder for investigation as well. He was named one of the most corrupt members in congress. He faced ethics violations. His house of cards began to tumble.

Yet none of that was covered in Jackson's recent conviction. When sentenced, U.S. District Court Judge Amy Berman Jackson indicated that Jackson, as a U.S. Congressman, should have been held to a higher standard. She said he violated the public trust.

Everything I have seen about Jackson, violated the public trust. From his teaming up with Hyde to participate in Illinois' pay-to-play system, to lying to his colleagues about the location of the proposed airport that was not even in his congressional district at the time, to completely misleading his own constituents for which he provided false hope that an airport miles and miles from their communities would be a benefit to them.

It is just too bad the charges against Jesse Jackson, Jr. couldn't be all inclusive of all of his misdeeds. Only then would justice really be served.

To the Editor:

At the end of the legislative session, Springfield lawmakers quickly and quietly passed Senate Bill 20, giving governance to the South Suburban Airport to the Illinois Department of Transportation.

This legislation runs contrary to the established positions of the Will County Board. Furthermore, the legislation was moved forward without the opportunity for a comprehensive review and discussion of its merits.

Nevertheless, I believe it is vitally important for Will County to remain fully engaged in the development process to ensure that it is transparent, responsible, and respectful of our county’s residents. If managed effectively, the airport can be an economic engine for Will County and the whole state of Illinois. However, if the process is mismanaged, those of us that call this county home will suffer the most. Therefore, the Board is moving forward with a full and thorough analysis of the bill and will schedule public meetings to reveal our findings and make recommendations. We are hopeful the Governor, IDOT, and our elected officials will listen and strongly consider our concerns.

I appreciate Herbert Brooks, Jr. taking the time to comment on SB20 with regard to the Peotone Airport.
I have never agreed with the Will County Board's position on the proposed Peotone Airport. Will County officials have, since the inception of the project in 1985, to play both sides against the middle, seeking whatever potential economic impact possible at the expense of so many voices of opposition. It isn't just the people of eastern Will County that oppose the airport. Surveys have indicated that a majority of residents of Will County oppose it. The airline industry opposes it. Only those that stand to benefit monetarily by it favor its development.
That said, I agree with the speaker's desire to ensure transparency, responsibility, and respect for the residents of Will County. However, I must caution him that such behavior has never been associated with this project. 
I applaud his call for a full analysis of the bill as well as public hearings, which voting members of the State of Illinois have foregone. I too hope state officials will listen to what Will County has to say.
It must be made clear that Brooks, Jr. has been a member of the county board only since 2008, so my comments are not directed at him. But prior to his time on the board, the Will County Board has done none of those things he suggested. In fact, the Will County Board has done just the opposite, with just a few board member exceptions. 
After devoting so many years to my own study of the proposed Peotone Airport, I wish the speaker good luck in trying to do the right thing. However, I urge caution, since IDOT has a very long history of not listening to anyone that disagrees with its views.

Illinois government rejoices over its 'duh' moment

News reports now indicate that a major hurdle has been cleared to make way for the Peotone Airport. The House and Senate have approved legislation, as part of a whole package of pork, to pave the way for a public/private partnership to build the once-named third airport at Peotone. IDOT (Illinois Dept. of Transportation) will be the governing body. IDOT will hire a developer to build the new airport some 40 miles south of Chicago. All that is needed is the signature from Gov. Pat Quinn. That is pretty much a given since he seems positively elated about it all. This is so much for fun for Quinn than paying the state's bills and honoring promises made to state workers. 

This is just another chess move by the state that can't even capture the queen, let alone checkmate the king. It really isn't much of a revelation. In fact it is little more than a "duh" moment. IDOT has been pushing, sometimes all by itself, the Peotone Airport idea since the latest round of talks first began, twenty-eight years ago. The notion of a third Chicago-area airport has been on the table far longer, since the late 1960's. IDOT has tried to get the airport to become a reality through every means possible, but always to no avail. The thing is, it is not a very smart idea, and does not have widespread support. Even the airlines are against it. 

So now, we are to believe giving IDOT control is clearing a major hurdle?

While it is true, this is the first time legislation has actually been approved to build the project, it hasn't even been cleared for takeoff by the FAA, (Federal Aviation Administration). That approval is up to two years away, if it comes at all. 

IDOT has used all of its dirty tricks, including taking private property through eminent domain. A Will County Court claims there is nothing wrong with taking some of the best farmland in the state, decimating a once thriving farming community, and making big plans for an airport that has never been deemed doable or desirable. It would have been interesting to see an unbiased verdict in a courtroom not in Will County where deals have been made for years on behalf of this project and the political figures involved. 

This new round of legislation awaiting Quinn's ready hand, is making the taking even more of a nightmare for property and farm advocates. The legislation authorizes quick take--the state's buy now, pay later plan. 

There is no revelation here. Giving IDOT authority over airport governance is akin to hitting someone in the head with a two-by-four. They can only fight for so long. Do it long enough and they will eventually crumple into a pile of dead flesh and simply taken away.

C'mon media--do your job! Ask questions!

Chicago media is all abuzz over the fact that the State of Illinois has issued yet another airport layout plan to the Federal Aviation Administration. How is this a news story?

What is wrong with the media? Instead of asking real questions, newspapers have merely stated the obvious--printed the press release. After covering this project for 25 years, doesn't the public deserve better than merely printing what some government PR guy throws out there? Isn't it time to ask some real questions?

IDOT submits airport layout plans to the federal government as frequently as some people change their socks. 

In its zeal to put this news out there, the media failed to note that IDOT's new plan is merely a resolution for its own blunder in 2007 when IDOT submitted dueling airport layout plans to the federal agency. 

One was IDOT's own plan, created out of a 1994 decision by Gov. Jim Edgar for state sponsorship of a new airport at the Peotone site, two years after it was rejected by regional consensus. The map submitted was the result of numerous revisions of the reduced, readjusted, and overall massaged airport layout plan that had been rejected two years prior because there was no regional consensus on the project.

Perhaps that is the question the media should be asking--how does the state plan to achieve a regional consensus for the Peotone Airport?

The other configuration the state submitted in 2007 was for the layout plan conceived by the Abraham Lincoln National Airport Commission (ALNAC), the self-appointed airport authority spearheaded by U.S. Rep. Jesse Jackson, Jr. with a little help from the state’s consultant EarthTech, formerly TAMS.

At that time, the FAA rejected both plans and told IDOT to come back with just one. So, apparently it took five years for the agency to whittle down the differences in the two nearly identical plans,  in order to submit one of them. 

Perhaps the real news is: why does it take so long for the State of Illinois to draw a map when they have had their crayons for decades. But the media didn't bother to ask that question either.

Some news outlets wrongly make the claim that the submission of another airport layout plan is somehow a sign that Gov. Pat Quinn is moving the airport forward. Like most of what has fueled the Peotone  Airport since its inception, this is a mighty big assumption. The fact is that the project has been on the drawing board since 1985. Every governor since Big Jim Thompson, Jim Edgar, George Ryan, Rod Blagojevich, and now Quinn has given it lip service, so how is this newsworthy? Yet, the reality is that the Peotone Airport is nothing more than a stack of yellowing papers on a shelf.

One component of the state's layout plan is the general aviation component of the Peotone Airport. How does the state plans to reconcile the existence of Bult Field, a privately-owned FAA-sanctioned general aviation airport, into which lies inside the Peotone Airport fence?

Back in 2008, IDOT reportedly assumed that Bult Field would be acquired and incorporated into the proposed airport. It is expected that existing facilities at Bult Field would serve the General Aviation (GA) needs at SSA (South Suburban Airport). Major improvements have been made to Bult Field since it was developed in October 2004. The cost to acquire that airport would drastically increase the cost of developing the proposed airport. How does the state plan to acquire and pay for a private airport for its own purposes? Is Bult Field even for sale?

Maybe reporters should ask IDOT what it plans to do with an airfield that airlines are opposed to and say they will not use. How does the governor plan to entice the airlines to get on board with his newly-reported support for a Peotone Airport? 

Instead of addressing the myriad questions surrounding the state's arguably longest-running boondoggle, the media has opted to report, practically word-for-word, the state's press release. It was only later in the story that throwing $70 million toward land purchases was mentioned. 

Isn't that more important? Isn't it actual news that the governor of the cash-starved State of Illinois that has been bullying landowners near Peotone for decades wants to continue the process. To me, that is much more newsworthy than merely jumping through a procession of legal hoops to prepare a Master Plan for an airport that may never be built anyway.

Chicago Sun Times shows how bad news travels fast; wrong news travels faster!

Two of the many things that are wrong with journalism today is a total disregard for correctness and a new ambivalence toward an informed public!

Both examples were evident when the Chicago Sun Times attempted to report on the Peotone Airport.

Steve Metsch, a Sun-Times Media reporter, who writes for the Southtown/Star, which is owned by the Chicago Sun Times, covered a meeting Friday, July 27, of at the Chicago Southland Economic Development Corp. The resulting story was entitled, "Top IDOT official says third airport will be built."

He quoted Susan Shea, IDOT Director, Division of Aeronautics when she said, "To the naysayers, this is it. The FAA would not tell us this is the preferred place. This is where it's going to be," Shea said. "...I's going to be such an economic engine for the community out there, for the state. It is going to happen. It's just a matter of when. It's not a matter anymore of if."

The proposed airport being decidedly imminent would be pretty big news since it is a project that has been languishing on the IDOT radar screen for more than 27 years, if it were true.

Trouble is, it isn't true, as evidenced by Monday's story in the Chicago Sun Times refuting it entitled, "Despite report, Peotone Airport isn't a done deal yet."

Because the Peotone Airport has long been a hot topic, any news about it is often picked up by other media outlets across the country. The Peotone Airport is a national story, mostly because with a negative spin, such as its receiving the Golden Fleece Award, one which highlights government's wasteful spending. The Peotone Airport has been compared with IDOT's other failed accomplishments, the downstate Mid-America Airport, which has sat virtually empty for years.

If the story Shea tried to tell was true, it isn't hard to imagine that the initial story would have news value. That explains why it was picked up by Chicago TV news, and in local papers across the state. I saw it online at Yahoo News!

Trouble is, the initial story was picked up. The retraction was not.

This situation isn't new. IDOT has been counting on the media to do their public relations work for their pet project since a new airport was envisioned in 1985.

That is why opponents have had an uphill battle trying to fight the project. Despite having truth on their side and the project having a lack of merit, it is difficult to compete with a well-oiled public relations machine. The government uses the media every chance it gets.

South Suburban Airport is all about 'spin'


 What a wonderful world this would be if all things could be viewed through the rose-colored glasses of the proponents of the Peotone Airport.
News continues to be manufactured by the Illinois Department of Transportation in its push for Peotone, or South Suburban Airport, (SSA). Funny, it is always positive. Imagine that! Since I began studying this proposal in 1988, ‘spinning’ the news has been IDOT’s long held practice.
Take IDOT’s latest press release, dated Nov. 10, touting the approval of its Facility Requirements Report of the SSA Master Plan.
“Approval of the Facility Requirements Report is a critical step in the SSA Master Plan process,” says Susan Shea, director of the Illinois Division of Aeronautics. Shea continued, “FAA (Federal Aviation Administration) has now agreed to what should be built at SSA and this further demonstrates FAA’s continued support of the South Suburban Airport.”
That is like saying finding your car keys is a critical step in driving your car. But to hear IDOT tell the story, it would be as if this one document was the precursor to a Record of Decision on Peotone. Nothing could be farther from the truth. IDOT never tells the whole story, but rather their hand-picked version to showcase their project in the best possible light. 
For example the Facilities Requirements Report, which outlines the basics of the facility is just one of so many documents needed to develop a master plan. I recall the talk about a master plan in 1987 when the first airport study was approved. It is all a part of a process that must occur before the FAA can determine whether or not Peotone is worth doing or not. The latest submission doesn’t even include the airport’s official layout.
The reality is that IDOT is playing catch-up in readying for its new and improved airport layout plan, which is yet to be submitted. I wonder how many different plans IDOT has submitted to the FAA over all these years.
In this instance, it seems they finally hit on something the FAA can agree with. Honestly, this is like an annoying kid who accompanies his mother to the grocery store. You know that kid. He kicks his hands and feet from his perch in the grocery cart. He screams, causes a real ruckus and embarrasses his mother. He wants candy. She finally gives in just to shut him up.
Mundane or not, this submission results in another glowing press release by IDOT. It was apparently enough to inspire yet another over-zealous editorial by the Southtown Star, Tuesday, Nov. 29, a long time advocate for a new airport at Peotone. The paper quoted IDOT spokesman Guy Tridgell, a former editorial writer for the Southtown Star before he was recruited by IDOT, who called the FAA approval “a huge step.”
The latest approval by IDOT is not really that big of a deal, since it is required to be submitted before the airport layout plan, which has yet to be submitted, let alone approved. 
Remember the last time IDOT submitted an airport layout plan in 2008—well actually two plans. IDOT officials thought they were being clever trying to entice the FAA into doing its dirty work. IDOT expected the agency to solve the bickering between Congressman Jesse Jackson, Jr. and Will County officials in their dueling airport plans. Each had a different idea about how the airport should be designed and run. So, IDOT submitted both plans to the agency.
Apparently the FAA’s purview doesn’t include solving petty political squabbles, so they returned the documents to IDOT telling them to submit just one preferred plan.
But that isn’t all. Another example of IDOT’s ‘spin’ came earlier this year with the FAA’s approval of airport activity forecasts. In March, IDOT issued a press release stating the FAA approved its aeronautical forecasts. Using the same crystal ball that IDOT has been carrying around since the late 1980’s IDOT’s numbers finally fit the margin of acceptance for the FAA.
“This is truly a significant accomplishment,” says Susan Shea…”FAA’s approval of our forecasts validates the need to develop airport facilities that will serve the south suburban greater Chicagoland area.”
Oh please, the reality of the FAA’s position was outlined in a letter to Susan Shea, dated March 23, 2011.
In the letter signed by James G. Keefer, Manager of the Chicago Airports District Office, Keefer wrote, “We believe these levels project passenger, cargo and general aviation demand and aviation activity at reasonable levels and outline the risk associated with a proposed new airport such as SSA.”
Keefer referred to the following levels of operations:
--Low-case for passenger operations
--Low-case for cargo operations
--High-case for general aviation operations.
It has been stated, but is worth reiterating that Bult Field, a privately operated general aviation facility which IDOT initially tried to prevent from becoming operational, must be incorporated into SSA to make it viable.
If passenger and cargo operations at SSA are projected to be low, general aviation operations are projected to be high, and Bult Field already handles general aviation—isn’t that further evidence that another new airport is simply not needed?
It seems to me that Bult Field is not for sale, and if it were, could IDOT afford it?
I guess that too would depend on IDOT’s ‘spin.’

IDOT hires 16 new workers


The Illinois Department of Transportation has never played by the same rules as everyone else.

Despite talks of budget cuts, economic recession, and laying off more than 1,900 state workers in Illinois, its transportation department has hired 16 new employees--supervisors--that critics claim are not needed. 

The new jobs, which are supervisory in nature will, according to some critics, duplicate work already being done by field supervisors who recently joined a union. 

The move creates an entire new administrative layer, with each earning about $100,000 annually, far more and in some cases double that of the former supervisors. 

IDOT denies the new jobs have any connection to the unionization of employees, despite the announcement coming just weeks after the previous workers joined the Operating Engineers Local 150. 

Speaking of unneeded new IDOT jobs, IDOT has also hired a new project coordinator for the long-dormant South Suburban Airport. 

On Sept. 12, IDOT announced the hiring of William M. Viste, as project coordinator for the South Suburban Airport. The state project has languished since 1985 when it brought to life an idea first considered in the late 1960's not long after O'Hare International airport opened for business. 

According to the South Suburban Airport website, Viste will be charged with "ensuring the technical accuracy of the project's reports and submittals, provide status oversight for the various facets of this complex project, and respond to technical questions and comments from federal, state, and local agencies, communities, landowners, and other stakeholders."

Eminent domain for Peotone Airport must be halted


The Illinois Green Party has aligned with the anti-airport group STAND (Shut This Airport Nightmare Down) as they call for the state to halt spending on land in eastern Will County. They say the state's plan, to use eminent domain to take two parcels totaling 500 acres, is simply not justified.

At the same time that Gov. Pat  Quinn talks about controlling spending, he continues to support squandering $105 million to condemn family farms at the site of the proposed Peotone airport in the far southern reaches of the Chicago Metropolitan Area.

The reality is that the state is $13 billion in debt.

George Ochsenfeld, president of STAND, who is also running as a Green Party candidate for State Representative in the 79th district, expressed outrage that Quinn's land purchases are going forward despite the fact that the FAA is at least two years from making a decision whether or not to authorize the project. He says spending millions to purchase land at this time is a gamble. According to the state's official website, IDOT recently spent $2.2 million to purchase a 160-acre property. Their pending 500-acre purchases will likely cost millions more.

"Buying the land now may bring political benefits for the airport's sponsors, and there may be some short-term financial benefits for contractors and developers," said Ochsenfeld, "but this airport is going to be a hard sell for travelers, and it has already done significant damage to long-time residents of the region."

Two eminent domain cases are pending for a 300-acre parcel and a 200-acre parcel. The cases will be heard in the Will County Circuit Court in Joliet.

STAND contends that eminent domain should be halted until five criteria are met:

Funding (either private, public, or some combination of the two) is secured
The FAA issues a final record of decision for airport construction for the project and is made public
Funding for necessary surrounding infrastructure is secured
A panel of independent transportation experts is convened to determine whether there is a need for the project
A major airline has committed to using the facility
Jobs Outlook Questionable

State officials continue to make the claim that jobs are the impetus behind the airport, yet there is little evidence to suggest that the number of jobs they predict will ever materialize. The state continues to make bloated claims of job-creation. Using old data and outdated jobs forecasts for an expanded 22,000-acre project during a robust economy and healthy aviation industry, state officials continue to blur the line between aviation reality and the fantasy that a new airport will bring economic prosperity to some of the poorest regions of the state.

"The airport plan has been marketed by its proponents as a jobs program, but it's doubtful that the jobs will ever come," says Scott Summers, Green Party candidate for Illinois Treasurer. "Today, the State of Illinois is spending $3 for every $2 it takes in. We're basically broke, and yet the governor is gambling on a project that does not have local support, federal approval or any commitments from the industry that is supposedly going to be using it.

"Illinois has many examples of unnecessary and under-utilized infrastructure, from the MidAmerica Airport near St. Louis to the Thomson prison. We ought to know by now that building unnecessary infrastructure means the jobs may never materialize as promised," continued Summers. "This airport promises to be yet another long-term financial burden on the taxpayers."

"The state does not have financing to build the airport or for necessary surrounding infrastructure," said Ochsenfeld. "Not only that, the airline industry is against the project, O'Hare is being expanded, the Gary airport is being expanded, the airlines are in disaster mode, with O'Hare having the lowest number of flights in 15 years."

"We have more than 30 resolutions and referendums from surrounding villages, townships, other units of government, and from citizens' groups against the project," Ochsenfeld said. That doesn't include the thousands of signatures on petitions that have been delivered to the state through the dozens of years this project has been stuck in perpetual planning mode.

Sustainability is an issue

The State of Illinois plans to acquire a total of 22,000 acres (34 square miles) of mostly prime farmland, much of which is owned by 4th- and 5th-generation local farmers. "This is a crime against future generations, who will need productive soil," said Bob Mueller, a Will County native and candidate for State Representative, in DuPage County's 47th district.

"Rural Will County is rapidly disappearing, and with it will go, not just a way-of-life, but the self-sustainability of the region. Yet for many politicians involved, it may take a major food or energy crisis before they realize the folly in paving over highly productive farmland."

Gubernatorial candidate Rich Whitney, a long-time opponent of the Peotone airport project, said: "We as a society need to be moving toward more energy-efficient and less-polluting and potentially non-polluting modes of transportation, like high-speed rail, not promoting more of the same wasteful modes of transportation that have created the crisis.

"The Peotone Airport is a horribly misguided investment of public capital, that may enrich a few speculators and politicians but will likely end up being a white elephant —  with taxpayers left to cover the inevitable losses and all of us paying for the consequences of unsustainable modes of transportation."

Not only was the Illiana a part of the early studies on the Peotone Airport, but the players remain the same. I thought I was watching an airport meeting. 2010: Reality debunks early airport predictions


It is now 2010. This was was supposed to have been an aviation milestone, according to long-ago predictions.

By 2010 the number of people traveling by air was supposed to be equal in all parts of the Chicagoland region. That prediction was made in 1987 and was known as the equal propensity to travel theory.

Equal Propensity to Travel Theory

This illusive theory appeared with no explanation of its origin, yet was alluded to throughout the pages of the Chicago Airport Capacity Study, by Illinois Department of Transportation consultants Peat, Marwick and Main.

The theory was derived by sub-consultants, the al Chalabi Group, Ltd., the husband and wife consulting team – Margery and Suhail al Chalabi – who have worked for the State of Illinois on the 'third airport' project since its inception.

The equal propensity to travel theory was used to exaggerate a trend of population, income, and jobs south of the city which contributed to a justification that a new airport should be built south of Chicago.

One asssumption, then another, and another, ...

The initial assumption that there would be an equal propensity to travel throughout the Chicago region by 2010 was merely a planning tool, one of many assumptions built into the computer model from which other predictions were generated. That assumption helped generate other forecasts, such as:  the number of passengers that would use a new airport; the number of aircraft operations that would be served; as well as how many direct, indirect, or induced jobs the project would create. It just so happened that the first crystal ball was aimed at 2010.

The equal propensity to travel theory did generate some controversy. One of the members of the technical committee, which might be considered a 'stakeholder,' in today's terms, called the theory, "false."

Members of the Chicago Association of Commerce and Industry, which later became the Chicago Chamber of Commerce explained, "The recent growth patterns in the Chicago region have increased travel propensity in the areas closer to O'Hare, not led to equal travel propensity."

The irony

The equal propsensity to travel theory was a prediction that is very different from today's reality, where some south suburban communities are considered to be among the poorest in the state.

It is ironic that the state's early prognostications that point to a need for a new airport to serve a burgeoning south suburban population stand in stark contrast to both the reality and the claims being made today by south suburban leaders. They claim that what is needed are the jobs and economic development that a new airport would provide.

The loudest voice of support for an airport near Peotone has come from U.S. Rep. Jesse Jackson, Jr. who may have never even heard of the equal propensity to travel theory. After all, when it was being written into the fabric of 'third' airport history, Jackson was in college in North Carolina. It wasn't until long after, around 1993, that Jackson became interested in the project. It wasn't until two years later that he was elected to Congress.

Your tax dollars at work 

The al Chalabi Group, Ltd. who first derived the 2010 prediction, remains on the state's payroll as they have for the past 23 years. They have a contract with the state transportation department at least until December 2011.  The consultants continue to make predictions for the Peotone project. Their latest, done in 2007, extrapolates figures into 2030.

They state that by 2030 there will be 4.5 million passengers using the South Suburban Airport. That prediction doesn't seem possible either, since the project is not yet approved by the Federal Aviation Administration.

The late State Sen. Aldo DeAngelis explained at the time, that the main goal in getting the report approved was so the process could move forward to the next study. DeAngelis, who was once considered the Godfather of the third airport, was one of the decision-makers that approved the report despite its criticisms.

The equal propensity to travel theory was never discussed again in subsequent airport studies.

Illinois to go for a Cargo Airport?


Are Illinois officials serious about turning the incredible shrinking airport planned in eastern Will County, Illinois, just 40 miles south of Chicago, into a cargo airport?

AllianceTexas DevelopmentIDOT's latest metamorphosis that went from an initial plan to build a mega-airport more than 3 times the size of O'Hare International Airport, to a one-runway commercial facility has now shifted toward a cargo airport. At least that was the gist of a recent news story in DC Velocity Magazine.

The magazine reported, that Will County and the State of Illinois would develop a cargo airport as part of an ambitious multimodal transport complex that would include up to four intermodal rail yards, access to three interstate highways, and up to 135 million square feet of industrial warehousing and distribution space.

This must be IDOT's latest we'll do anything, draw-at-straws option. A cargo airport would be risky, and costly. Only one such airport exists in the world.

Alliance Airport in Ft. Worth, Texas

Alliance Airport in Ft. Worth, Texas, is not just an airport. It is an entire one-of-a kind devel-opment built by Ross Perot, Jr. The airport is owned by the City of Fort Worth, but managed by Alliance Air Services.

The airport is a small part of the development plan which includes 17,000 acres of industrial warehousing, residential communities, corporate living, apartments, hotels, shopping, and even proximity to NASCAR's Texas International Speedway. The plan was so meticulous that it has even inventoried the 36,166 trees on the site. This is the world's first and presently the only in-dustrial airport.

The 5,900-acre airport opened in 1989. Since that time, it has become home to a collection of government, national, and international corporations. There are presently between 60 and 756,000 square feet of vacant industrial properties available for sale or rent within five minutes of the airport, according to the company's website.

Cargo-only airport eyed in Pennsylvania

In 2007, the FAA approved a $1.6 billion cargo-only airport in the Hazleton area of Pennsyl-vania, but it is in the very preliminary stages. By Peotone standards of development, the PA project would be at about the same stage that Peotone was in 1986.

According to the Pennsylvania State Legislative Budget and Finance Committee Report High-lights, "The proposed Hazleton cargo airport could follow a successful track, such as Alliance Fort Worth, or be unsuccessful, such as the North Carolina Global TransPark and MidAmerica Airport near St. Louis."

Peotone Airport opponents are well versed on IDOT's other pet project — the MidAmerica Air-port, calling it Peotone's  "poster child." Mid-America has been virtually void of activity for nearly its entire 11-year existence.

Market Watch.com reported that John D. Kasarda, Ph.D., director of the Kenan Institute of North Carolina, Chapel Hill questioned the wisdom of trying to build a cargo-only airport.

Calling a cargo-only airport a "challenge," Kasarda said it would especially be a challenge in a greenfield site. He said getting regular air cargo service is difficult, even in a dynamic area.

First proposed in 2003, but still just talk

Illinois officials first discussed a cargo airport at Peotone in 2003 though it never got farther than the talking stage.

Susan Shea, IDOT's Director of Aeronautics Division, whose job description now includes five bureaus including The Bureau of the South Suburban Airport, may have missed those discus-sions since they took place prior to her appointment to the transportation department by former Gov. Rod Blagojevich. Shea was an Illinois bureaucrat, but rather than transportation, Shea worked in the education department.

The question of a cargo-only facility had been posed for many years, though it was given little credence. Because of a lack of interest by the airline industry, the state acknowledged that it could consider cargo, not passengers.

“Nothing has been ruled out,” said the 2003 IDOT Spokesman, Mike Monseur, at the time.

Monseur added that no decision had been made as to what kind of facility the Peotone airport would be. He indicated, however, that there had been discussion on just how to use the airport.

“Regarding making it solely a cargo or mixture of both hasn’t been determined,” he said.

Cargo industry suffers economic woes

According to the International Air Transport Association (IATA), global airlines are reporting just this week, losses in the range of $11 billion in 2009.

This far exceeds what was reported last year when the first gloomy predictions of $2.5 billion losses were made in March 2008. Revisions throughout the year were revised to as high as $9 billion in losses, but were still exceeded by economic reality.

Giovanni Bisignani, the chief executive of the IATA says such falling yields have never before been seen. And the IATA has been tracking yields for 64 years.

"North American carriers are expected to post losses of $2.6 billion, more than double the pre-viously forecast loss of $1 billion."

IDOT continues long-held patterns 

IDOT officials and another in a long line of Illinois governors continue the Peotone mantra de-spite current economic realities and grim predictions for recovery. As is customary, IDOT is remiss in seeing the big, and/or entire picture as it relates to Peotone.

Officials fail to consider the new cargo facility at the Chicago/Rockford International Airport, improvements and influx of cash to the Gary/Chicago International Airport, and the ongoing cargo operation at O'Hare.

Not only do officials ignore the unlikelyhood of success in developing a cargo-only facility when it has only been done once before, and by a man with seeming very deep pockets, but they gloss over the current chaos within the industry, borne out by real numbers, and the state's own budget shortfalls.

When it comes to the 40-year old discussion to build a new airport in the cornfields of eastern Will County, IDOT is disingenuous at best as it continues its pattern of unbelieveability and lack of credibility.

Township officials ask for independent airport needs study

Three Eastern Will County Township Supervisors are calling for the Illinois General Assembly to finally answer the question of need for another area airport. And, they are asking that the study be done by an independent organization.

A letter appeared this morning, June 12 in the Chicago Tribune. It was penned by three township supervisors: Patti Schoenbeck, Monee; Brian Cann, Will; and Bob Howard, Washington.

The three would like to see an independent study that considers all local infrastructure costs, as well as actual and projected revenue losses that would result from IDOT’s plans to remove up to 35 square miles of eastern Will County real estate from the tax rolls. They write that the study should evaluate airport-related costs and benefits based on various scenarios, including an assumption that a Peotone airport would attract no daily commercial passenger service for many years, if ever.

The letter also debunks the state’s “third airport,” title.

“In a 1988 report, IDOT acknowledged the state of Wisconsin’s contention that Milwaukee's Mitchell Field, which serves many people from northern Illinois, is the third regional airport. In a 2008 report, IDOT acknowledged the state of Indiana's contention that Gary-Chicago Airport - a Midway-like facility that has yet to attract regularly scheduled commercial passenger service - is the region's third airport,” the trio writes. They ask if Chicagoland really needs a fifth regional airport.

The letter was prompted by a story in the Tribune last month that claims long lead times are nothing new in the airport game. It cites the contrast of the rapid construction of O’Hare Airport a half century ago with today’s protracted efforts to build public works projects. As example, the writer drew the example of the current O’Hare expansion plan and the proposed Peotone airport.

The three township supervisors point out, “A little-noticed advantage of long lead time is that policymakers can reconsider the initial premise before final decisions are cast in concrete.”

They also state that two decades have passed since Illinois taxpayers began footing the bill for Peotone “studies,” yet the question remains whether there is any public benefit to paving over the farm fields of Eastern Will County.

Historically, the question of need for a new airport has had little study. In countless airport meetings over the past twenty years, sponsored by various organizations, citizens have attempted to ask the question of need. Invariably that turned into the meeting sponsor scolding, “This is not the time to debate who is for or against an airport.” Perhaps now is time for that debate.

An independent study would be a welcome change. Most of the studies have been performed by IDOT-chosen consultants were paid by IDOT. It is no secret that such consultants are generally paid to produce a desired conclusion. Since Illinois became the sole sponsor for the project, the same consultants – TAMS, which has been taken over by Earth-Tech and the sub consultants, the al Chalabi Group, Ltd. — have been used, despite questions about the assumptions used, and the conclusions they have reached.

Friendly condemnation is anything but friendly

There was something about that property.

The house at 28541 Kedzie Ave. in eastern Will County has been a sore spot for local residents for a very long time.

That house and property is the site of the first condemnation lawsuit slated to make way for a new airport at Peotone for which neighboring residents are vehemently opposed.

The suit, filed in Will County Circuit Court shortly after the state submitted new airport layout plans to the Federal Aviation Administration, is being called a “friendly condemnation,” which is a means of acquiring property without objection by the homeowner.

In this case, the property belongs to Helena D. Hudgins, an 80-year old woman who lives in Chicago rather than in eastern Will County. She wanted to sell the property but didn’t have a clear title. Perhaps if she had lived there, she might have felt differently. She might have become friendly with neighbors. Despite the distance between homes, neighbors who occupy the five– and ten-acre parcels, peppered among the larger acreage farmsteads, there is a feeling of a neighborhood in the once peaceful, farming community. Perhaps if she had lived there, everything would have been different for everyone.

But instead, her son lived there. Donald Hudgins and his wife Katherine moved there to keep dogs – mean, fighting dogs, according to neighbors. The two were arrested a year ago, pleading guilty to drug charges in November.

For a time, the Hudgins’ dogs terrified the neighborhood, roaming the country roads, even attacking family pets. During the time the two stayed at the house, there had been reports of large dead dogs reportedly strewn about in ditches. Sheriff’s deputies said they had found the rotting remains of dogs in black plastic garbage bags along the roadside.

The couple was also involved in drugs. In March 2006, after a tip from a motorist that drugs were being sold at the Hudgins’ home, the two were arrested. Police confiscated more than a kilogram of marijuana, 35 marijuana plants, 100 grams of cocaine, and over $1,600 in cash.

Donald Hudgins already had a record, with a felony conviction in Cook County in 1998 for unlawful use of a weapon and a conviction of possession of a controlled substance.

A plea agreement sent the couple to jail – Donald for two years and Katherine for six months.

When the two vacated the property, neighbors were relieved that they would no longer be terrorized.

Then they head about the ‘friendly condemnation’ suit. Wondering how an act that allows the state to ‘take’ private property could ever be considered friendly, it represented a terror of a different kind for them.

There has been a history of condemnation threats made by state officials throughout the years. Neighbors believe it is designed to scare people into selling property. And, for some that was the result. They have read the reports in the local papers about how IDOT Director Susan Shea boasted about this being the first of many condemnation lawsuits that would result in the agency acquiring the rest of the 3,285 acres needed to build the airport. The neighbors have heard it all before, since the airport has been in the planning stages for the last forty years, with the latest efforts undertaken solely by Illinois officials, dating back to the summer of 1985.

The landowners that remain unwilling sellers are furious that Shea makes it sound to others who only casually know, read, or hear about the project, that obtaining all the land needed for an airport will be a slam-dunk. They know better, because they have no intention of giving up the property that many of them have fought twenty years to hold onto.

They resent hearing Shea talk about how the price for the Hudgins house will set a base price for future condemnations. They don’t believe that for a minute, since they know each case is separate from another. And, if they ever do have to go to court, they vow to fight.

Many of them are skeptical of Shea’s enthusiasm, such as her elation at the new airport layout plan that led her to say, “The Lord was looking out for me when he designed this land.”

Since the state revised the plans, even more land is needed. The site is now 5,225 acres in size, up from slightly from the 4,112 they said they needed before. So far, the state owns 1,940 acres, a paltry amount in comparison.

The resentment only deepens with the talk of condemnation, since there is officially no approved project for which to take their homes and property.

Bult Field to be incorporated into Peotone airport

While the Illinois Department of Transportation finally delivered its preferred layout plan for the proposed Peotone airport to the Federal Aviation Administration, it assumed the acquisition of Bult Field, the newly-renovated general aviation airport in eastern Will County along Kedzie Avenue.

That was news to the airport’s owner Jim Bult, who said he knew nothing about IDOT’s plan to acquire and incorporate his airport into the state’s airport.

Bult said Friday afternoon, just after the airport layout plan had been delivered to the Federal Aviation Administration, that he has had no talks with IDOT.

“There have been no offers to buy the property, nor any discussions about a joint use, or anything whatsoever,” he said.

“It is interesting that something is speaking that loudly for me,” Bult said of the airport layout plan, concluding, “I know nothing about it.”

The state’s report notes that the improvements at Bult Field, a new 5,000-foot long paved runway and substantial aircraft parking and storage space, have caused them to update their GA facility requirements in their master plan.

Ironically, it is the existence of Bult Field that caused IDOT to have to rethink the airport layout in the first place.

IDOT now makes the following assumption, as stated in the narrative of its plan.

“IDOT anticipates that Bult Field will be acquired and incorporated into the Inaugural Airport. It is expected that existing facilities at Bult Field will serve the General Aviation (GA) needs at SSA(South Suburban Airport). The airfield improvements that have been recently undertaken at Bult Field resulted in a significant increase in the number of based aircraft. As a result General Aviation/Corporate Aviation forecasts will be updated to reflect the changes that have occurred at Bult Field since October 2004.”

Under this scenario, the better Bult Field does in terms of a business — housing airplanes and providing increased take-offs and landings — the more IDOT will use its numbers to justify building an airport.

IDOT’s assumption is the latest in a long line of issues between the state and Jim Bult. Like other landowners in the area, Bult has received letters threatening condemnation. And, like other landowners, he ignored them, because like them, he is not a willing seller.

Bult bought the former Sanger Field, a small general aviation airstrip in disrepair, in 2004. He planned to make the improvements needed to house additional aircraft, including his own, as well as build a 5,000-foot concrete runway.

By July, 2006 he had completed all of the preliminary approvals he needed from Will County. But, at the eleventh hour, former Transportation Secretary Timothy Martin filed an objection. U.S. Rep. Jesse Jackson, Jr. did not object, but he made it known that he opposed Bult’s plan. No legal action was taken and Bult was free to proceed with upgrading the facility.

The work was completed by the end of the year. In mid-December, Bult sent the first of many letters to IDOT to request a final inspection.

It wasn’t until five months later that the state performed its obligatory final inspection. And, another month went by before a certificate of occupancy was issued allowing Bult to open the airport for business.

In addition to Bult Field, another reason IDOT had to rework its layout, was to satisfy federal agencies’ concerns about impacts on Black Walnut Creek.

IDOT has made numerous other changes since submissions of the layout plan in September 2005 and December 2005.

To diminish the impacts on Black Walnut Creek, the updated plan places the terminal complex approximately 2,300 feet east and 1,800 feet north of the runway.

Other highlights of the configuration of the inaugural airport include direct access to and from Interstate 57, by a new interchange and access road connecting the interstate to the terminal. It will go over Route 50 and the Illinois Central Railroad. Cargo access will be provided via Route 1 at Eagle Lake Road.

Access to the general aviation area will be via Offner and Crawford.

An air traffic control tower is expected to be located in a secured area, relatively central from the runway ends, approximately 2,600 feet north of the runway’s centerline. Access will be provided from Crawford via a new access road. The FAA will determine the location and final elevation.

Aircraft rescue, firefighting and snow removal complex will be fairly central and approximately 1,600 feet north of the runway. The fuel facility will be located within a secure area at the east side of the airfield to the north of the cargo facilities.

Beyond the Inaugural airport, the future layout plan will include up to six parallel east-west runways capable of accommodating four simultaneous approaches.

Support facilities can be developed along Eagle Lake Rd.

The ultimate size of the inaugural airport is 5,200 acres with an eye on the ultimate site at 20,032 acres.
